Sometime one leave the table after having see the card in NS, and then searching another table, return in the same table in EW.

Sounds like a minimum of justice to me. It isn't adult behaviour to leave a table just because you don't like a hand.

often one is on a table where the opps are gone and he is tired of waiting the new players and in any case he plays the hand knowing the opp cards and continuing waiting the arrive of the other players.

try "redeal" to clear the cards from the table.
