I prefer takeout, but I'm sure some people play penalty. Typical shape 4153.

For me this shows extra's and depending on partner's choice should be converted. Technically it's a takeout Dbl, but since responder already showed a decent hand with a ♥ stopper and denied fit and ♠, this will usually be passed out.
