GIB ignores a fit after transfer

I made 4, which ended up being a good result, but without a spade lead I can make 12 tricks in hearts (even with the spade lead I make at least 11 tricks), and it's a much safer strain than spades, where there are several possibilities for being held to 10 tricks. Am I supposed to have at least 3 spades for my raise to 4 hearts?

Based on the description, 4 was a cuebid in support of your heart raise. North was trying to get to a heart slam.
