game? what game? From what I see, all games go down (requires a diamond ruff to defeat 4H). Besides, I suspect if West did bid hearts twice, East would be choosing 3NT anyway, still down.

You may be right, but looking purely at the E-W cards would you not want to be in 4H and shrug on the rare occasions that it fails and they find the only defence to beat it?
Furthermore, regardless of whether, on these cards, 4H is a good spot,, purely looking at West's cards I rate the 3D rebid a losing option contrasted with 2H. Not close.
