I think it's a general pattern that GIB is too eager to raise partner's could-be-only-three-card minor with Jxxx.

It would probably also be right (having decided to pull CHO's double) to bid 4♠ just to say "I have a stack of these, btw".

3♠ - Natural, not forcing -- 2- ♦; twice rebiddable ♠; 7-9 total points

but having maximum 3 cards in opening. Otherwise it fits the requirements for 3♠. Let say if the opening was 1♣ - 2NT (♦+♥) North would bid 3♠.
