1 - 2NT ( + ) - ?
=> 3 - Limit raise or better in C -- 4+ ; 10-12 total points
=> 3 - Constructive, 4th suit -- 5+ ; 10+ total points
Similar for 1 - 2NT ( + )

Presuming that North isn't strong enough to bid 3 over 2N, showing 5+S and 10+total points, what would bidding 3 show in that position?

Spades, not forcing.

And the North hand didn't meet the requirements?

Presumably supporting partner has a higher priority than bidding his own suit.

I think it's a general pattern that GIB is too eager to raise partner's could-be-only-three-card minor with Jxxx.

It would probably also be right (having decided to pull CHO's double) to bid 4 just to say "I have a stack of these, btw".

3 - Natural, not forcing -- 2- ; twice rebiddable ; 7-9 total points

but having maximum 3 cards in opening. Otherwise it fits the requirements for 3. Let say if the opening was 1 - 2NT (+) North would bid 3.
