Why doesn't North just set the contract?

Although you can hold declarer to 8 tricks, I don't see what North can do differently to set the contract once ♣K and ♥J are both set up for pitches.

Since I don't know how GIB incorporates passes into its understanding of partner's bids, I wonder what strength range North is using for South when he simulates at Trick 5.

Don't you mean "Why doesn't North just cash the ♠A to hold the contract to 8 tricks?" That is different than setting the contract.
