I *think* it is pretty standard to play that 3NT in this auction is a "bar" bid and opener is not allowed to bid again.

Agree. Should not be allowed to simulate here, but should simulate over 2h-2nt-?-3nt.

I think so. Earlier today I read a thread on bridgewinners.com where Kit Woolsey said exactly this (which is good enough for me).

As I was bidding the hand, I suspected it would be unlikely that GIB knows this (and would pass) . . .

Nice hand - does GIB find the right lead against 3NT? I expect not...

I generally don't like "3NT ends all auctions", but since GIB has these issues, how about adding a rule that 3NT ends all auctions unless GIB has at least 6 points more than the minimum he has shown, or 2 more cards more than he's shown in his longest suit? Note, I'm not saying GIB should always bid more if he meets this criteria, just that he should automatically pass if he doesn't, unless it was a constructive auctions like 1N-2H-2S-3N.
{Edit: "unless..." added in a later post}
Adding a rule along the lines of "3NT ends all auctions unless..." might be interesting.

Not sure whether this was ever attempted...

The 3NT for GIB has the meaning of captaining bid. GIB opener is not allowed to simulate, but to give book bid only.

Maybe there is a hole which obstructs the gracious pass. Will be checked.

I haven't looked at the sims, but my guess is it's trying to avoid blocking the suit, and hoping that declarer doesn't have 8 top tricks in the pointed suits.
