GIB Pulling South's Double

From #5360 Robot Duplicate - Matchpoints 2011-08-08. Hand #1. All's well until West competes at 3♣ Robot North should (IMHO) honor South's Double. Yes, considering West's 3♣ bid South could hold a hand where 4♥ has a chance... but given South's Double of 3♣ South must have values in ♣'s which are wasted in a ♥ contract.

Unfortunately, the system cuts off bid descriptions at not-enough characters in myhands, but... doesn't the voluntary transfer completion show 3? It seems to me that the real problem is not that North bids after South's takeout double of 3, but that North doesn't simply bid 3 at that point.

2 - Transfer completed to H -- 2-5 C; 2-5 D; 3-5 H; 2-5 S; 15+ HCP; 18- total points; likely stop in C

OK here comes learning for me. After auction (EW passes throughout) 1NT - 2♦ - ? I admit my understanding of the 2♥ reply to be mandatory, not voluntary. If voluntary, then what is appropriate bid with poor ( ex. x-x ) holding in hearts? In a very quick search of "Jacoby transfer" the links I looked at don't explain 2♥ reply as voluntary. To georgi: I now see "robot description" of 2♥ to be: Transfer completed to H -- 2-5 C; 2-5 D; 3-5 H; 2-5 S; 15+ HCP; 18- total points; likely stop in C... Specifically "3-5H" If GIB plays this version (non-standard) of Jacoby transfer could it be shown on GIB's convention card?

Andy: When East doubled 2, he "took you off the hook" for the transfer; you can pass to show that you have only 2 hearts, and you bid 2 to show 3+. If you pass, your partner can still bid 2 if he thinks that's right, or he can do something else. So, a 2 response by you is mandatory if RHO passes, but not otherwise.
