1. 3, I think this rates to give them at least something of a problem.

2. 2

1. They're about to bid a game that everybody else is bidding as well. So what? To bid here would just be trying to be clever.

2. Pard has little, so I would try a bit of dog-walking here. 2, to be followed by 3 and maybe even 4 later if opps are quick to go to the 3 level.

Not entirely "just" trying to be clever. 3S by you would take up some room. It is not entirely LAWful, but it eliminates a 3S bid by one of them. Partner doesn't get to bid again after your 3S, so that is not a worry.

3S seems like it would be a fairly big overbid, and push the opponents to something they wouldn't bid otherwise. I see no reason to encourage this since it seems like anything they do will work out reasonably well.

On the second one, I think Passing and 3N are both barking mad. Double and 2C both seem reasonable, but I think Double is better.

1. I saw Itabashi hold a very similar hand a number of years ago, except his RHO passed. He trotted out 3 and jobbed the opps out of a game. I tried 3, which gave LHO a little problem with xx KJx AKxx xxxx. She punted 5 which made, but 3N is 430. Still an average minus for us. No idea why.

2. I overcalled a heavy 1N. Auction continued:

2 - 2 - 2 - 3N (?)
4.....

+500.

I don't see any reason to do something spectacular on the second hand. 1NT, Pass, 2C.. too many geniuses in one room.

except his RHO passed

Which is of course a huge difference. You are very unlikely to talk them out of game after RHO bids.
Please note: I am interested in boring, bog standard, 2/1.

I usually like to begin to show my hand at the one or two level instead of misdescribe it the three or four level given the choice. What do you hope to accomplish by passing other than looking silly when you overbid later or are cold for 3N and partner thinks you are weak?

Speaking of dogs, I am past my dog walking stage... At least for a bit.
