1. They're about to bid a game that everybody else is bidding as well. So what? To bid here would just be trying to be clever.
2. Pard has little, so I would try a bit of dog-walking here. 2♣, to be followed by 3 and maybe even 4 later if opps are quick to go to the 3 level.

On the second one, I think Passing and 3N are both barking mad. Double and 2C both seem reasonable, but I think Double is better.

I usually like to begin to show my hand at the one or two level instead of misdescribe it the three or four level given the choice. What do you hope to accomplish by passing other than looking silly when you overbid later or are cold for 3N and partner thinks you are weak?
