A slow pass most likely suggests possible interest in penalty, IMO.

As has been pointed out, some players, myself included, play a double of 2 by opener as takeout. Now, how on earth can you conclude partner is thinking of a penalty in a position where double is takeout? If my partner thinks in this position then passes I "know" she has either a 'dodgy' takeout double or she has a five card suit and is wondering whether to bid it.

I do not suggest the pair in the ruling play this: I suggest we cannot rule meaningfully without knowing their methods.

matchpoints
IMO X = 10, P = 9, 3 = 5 (but pass after the hitch).

Edit - its matchpoints. I remember typing that into a comments portion of the diagram and I wonder why it didn't show up.

Well, I wonder. I have just tried it and the comment appeared.

So three things to note about these diagrams. When you create one it asks for vulnerability, and you can see that from the colours of WNES: Red for vulnerable, White for not. Since one is heavily shaded, one is not, I presume this is easy to tell for colour-blind people as well.

Before you enter a call you can put an explanation in the box immediately below it. If you do then the call is Yellow - everything else in the box is Blue - and if you click on the call the explanation appears. Again, I hope and expect that the different level of shading means that colour-blind people will be able to see the difference.

Finally, there is a second box marked Comments. If you put something there it appears to the right of the box. Sadly it does not look good at all, but it seems the obvious place to put the form of scoring. I do not know why it did not work for Phil.
