1♠ with some others (which is tranfer to NT or clubs).
Standard treatment where I live is to play 2♣ as natural and not forcing.

Slightly jealous of the structures that use 1♠. Not at all jealous of structures that use double or 2♣ to show this hand, even though they might gain here.

If North bids 1NT over 1♥, South can safely make a takeout double of 2♥ and we get to 3♣.

Wow I think it's utterly clear north should balance when 2♥ comes back. Surely there are better examples than this of reasons to bid 1NT.
