Also, he rates to not have a heart void when he leads the 3.

I like to play 3 as weak notrump with four hearts, and 2NT as unbalanced/stronger heart raises.

Without an agreement of that sort, either you have to pass with this hand-type (which feels wrong), or you have to accept that 3 has a very wide range.
... that would still not be conclusive proof, before someone wants to explain that to me as well as if I was a 5 year-old. - gwnn

3H, whats the problem?

I don't even see the wide range, maybe its because I don't make a neg X with pieces of crap but I am happy to just bid 4H with a wide range, 3H is usually a weak NT hand type. Even if 4H cannot make they might accept the trnasfer with 4S.

As a general rule I am willing to bid one level higher in competition than I would have without it, so here I will bid 3.

Yep, but prefer 2NT with the weaker hand --long clubs or weak opener with hearts.
The only reason is consistency with good/bad and leben, where 2NT is the weaker call and free 3's are stronger. Either way works if you and pard agree. One thing is reasonably sure: 2NT is not needed as natural after an overcall and a raise.

3H obviously, but 2NT, transfer lebensohl, with my former partner.
and the result can be plotted on a graph.

3H completely clear. It does not promise extras, just 4-card hearts. Even vulnerability does not matter.
