What is the best way to makeup the boards
when you have 17½ tables and you need 2 sections?

Use a Duplimate machine to produce two identical sets of boards.

Why can't you run an 18 table movement with 36 and just help the 1/2 table make up 35 and 36?

Why would they need help?

Predealing is clearly better than making up the hands at the table whether they are hand or machine dealt.
