Even if you get it, partner is likelly doubling it rather than RHO raising. You can bid 2♣ then if you wish.

Huh?
If partner has four hearts, and Opener has at most four hearts, then Responder has four hearts also. I think the odds of a raise are actually quite high.
I also have too much strength to expect a good chance that partner will double 1♥. He looks to be average, IMO.
So, I still think passing leaves us with a what-to-do problem over 2♥.
