3♣ or 4♣ might be ok. I have enough stuff in the other suits that partner won't need that much for 3NT to be right so I am inclined not to go beyond 3NT immediately.
At this vulnerability both 3♣ and 4♣ show quite a reasonable hand for me.

So, I am too strong for 3 club, even in this vul. and have too much fear to miss 3 NT while opening 4 ♣, so this is an easy 1 ♣ opening.

The obvious downside is that I pretty much will bar us from slam here. But that would likely be a difficult proposition anyway.

There are two reasonable ways to go about this:
3♣: If we didn't have the outside stuff, I would think this is unanimous.
1♣, then 2♣, then 3♣. While we aren't showing the 8th club, we aren't denying it either.
Personally, I like 1♣ by a little. It is so close that if you take away those supporting (maybe worthless, maybe not) cards in the majors that I would open 3♣.
