Clearly we don't have a game unless partner has a trememdous passed hand for spades. Why not make it as difficult as possible for the opponents?
Now, while it might appear that 4S makes it the most difficult, the "default" action is to be doubled (or to be passed out when partner has 10 or 11 and a spade partial higher than any contract they can make is all you can make.)
Even if I can make only 2S, there's enough of a chance they'll bid over 3S to save me. But the big bonus I'm looking for is that it's their hand and I've stolen too much room with a 3S bid.

3S has the plus, that partner will raise with fit, so we dont have tricks against their contracts. Dont want to hit partner on a spade single and some spread jacks and queens

Extremely difficult for them to double me, when I have the four high spades. I will be at most 800 vs their vul. game. (ok, it will not always make, but I will not always get doubled.)

Partners (and LHO's) average strength is about 9 HCP.
To make 2♠ partner has to cover 2 of my 7 loser and that's not unlikely.
Opps are seldom strong enough to to make a 3 level contract.
Partner can enter the bidding if he likes.

I like 3S.
1S is ok.
2S is not enough, given the vulnerability, and since we
are facing a passed p.
4S is too much.

No, I play a double to ask partner to lead his shorter major. I guess he'll hit the right one anytime he isn't void in spades......
