Whether partner should bid 4♥ is the issue on this hand.
Quite frankly, partner's hand is, at best, minimum to enter a live auction at the 3-level. I am sure there would be many who would not bid 3♥ on those cards after partner could not act over 2♦ and RHO bids 2NT.

You have a 10 count, with no aces. The no fit with partner makes the call even worse since, you do not have any real source of tricks. How am I going to get to 9 tricks without hearts breaking well, which they probably don't since I don't think he has to have a solid suit.

It is clear for the reasons that I cited and that Ben cited - partner entered into a live auction at the three level red against white after you passed over 2♦. Partner MUST have a very good hand for that action. You could hardly have more than you have for a 3NT call. I would suspect that the 2NT call was a psyche.
