Hi,
The vulnerability matters.
Red vs. Green, 4C should show a hand
which goes -2.
You have 3 sure tricks and 2 additional Kings,
i.e. slam will have chances, except you are
missing 2 Aces.
Bid 4NT, if partner shows zero Aces with 5C,
you pass, else you can bid 6C.

I agree vulnerability matters a lot, but if you have a rule that unfavorable shows -2 then if you are bidding keycard it is only to find out about 6 or 7 imo. If partner shows up with no aces it means he has at least one red void unless he has KQx x x QJxxxxxx or 10 clubs. I'd stop at nothing short of 6♣ on that hand over a rule of 2 4♣ opener.

Mdaa...
With K/-/Qxxx/QJTxxxxx i'm pass!
My agreement simple - before partner - constructive preemptive, after partner - destructive/random.
If i'm bid preemptive with this hand my partner no chances count my really tricks and definite we play bad final contract.
