How to handle such a hand?

North: 1♥
East: ???

Is it reasonable to bid (East) 3 NT gambling, expecting a heart lead from South?

I wouldn't expect a heart lead from a good player if you overcall 3N. Most experts realize you likely have a solid minor and a heart stop for 3N and will look elsewhere very often.

3N isn't a horrible bid with the east hand but I prefer 2D. If the kings were aces that would be much better as you would have fast winners. Kings are really not ideal for this kind of 3N bid, aces are much much more powerful.

agreed.

an additional factor to bear in mind is that partner may be able to help you out here... and, if not, maybe 3N was not a viable place anyway

I don't think you're strong enough for 3NT. This sort of hand can be described by overcalling and then competing again if partner passes.

I would bid 3NT against almost everyone with an 8th diamond.

I don't think 3NT is so bad though it is a bit risky. Pard can have hands like QJxx xxxx xx Axx where he won't bid after your 2♦ overcall, or do anything to get you to 3NT even if you compete later. It seems sort of high risk high reward to me, but not unreasonable.

Ditto. Change one of my kings to an ace, and I might shoot out 3N. Even if they lead a spade, sometimes pard has a slow stop, sometimes they are 4-4, etc..

2♦ for now and await developments.
