A) To indicate a lead - Fail
To compete for you own game - Fail
C) To compete for a partscore - Pass"

I cannot understand this. Who says pd is going to be on lead? If he is, a S lead may well be best.
Who says we don't have a game?
How on earth can you compete for a part score when you apss. If you come in later, you have given the opponents MORE time to exchange information, making the balancing bid more dangerous

No one said partner will be on lead - I'm just mentioning the three primary reasons in general to overcall.

I don't compete for the partscore when I pass - my thoughts are to keep right on passing unless partner comes alive. While I happen to agree completely with the concept of in and out quickly at the 1-level, I don't think this is the hand for it. Once I have passed, I am not balancing later. It's bid 1S now or shut up - for me this is a little too light to get involved over 1H. So I opt for putting the green card on the table each time it is my turn unless partner jumps in somehow.

"1. pass, easy: you have a ridiculous ♠ suit, wait a round unless you play FREEWILL overcalls."

What are FREEWILL overcalls?

It's possible I already play them, since I would overcall with one less spade ;)

Hand #1. I am not old and I would pass the first hand. Spades are not good enough.
Hand #2. Pass.

 I think that bidding 1 on the first hand would be wrong at IMPs vulnerable against good opposition. It looks like their hand, and bidding here will help declarer play the hand. Meanwhile, you are not gobbling up much bidding space or indicating a good lead. If partner raises with spade length, your weak suit may derail his LOTT calculations.

Hand two looks like a clear pass to me given the potential danger from bidding.

I don't see how you can be so certain that the first hand belongs to opps?

I assume that it is not a good bid as no one else has mentioned it.  I have made calls like this in the past because, on the whole, I have gotten away with it (expect when I mess up the card play).  So my question is what changes would I need on this hand to make it suitable for such a pre-meptive bid.

I too am fond of weak jump overcalls. You suggest a michael.I use Roman Jumps where the 2 overcall shows and .
Yet I wont use the gadget here.To bid at 2 level at this vul I need a 6 loser hand and if 5/4 hand then minor should be 5 carder.
I will just bid 1 .
Nobody has mentioned your call presumably because very few play Roman Jumps and those who play michael do so only on 5-5
