Either 3 or 4 could be correct given 2♥ is merely competitive.

4♥ - although 2♥ is competitive it will normally be a five-card suit as you have not guaranteed four hearts. Partner is unlikely to have wasted club values.

If partner was a UPH I would bid 4♣ but 4♥ is enough here.

Not sure the initial pass is relevant here. Facing a partner who could only produce a potentially stretched 2H, slam is not in the picture. Partner rates to have around 6-9, with 4 H, or 5-7 with 5.

The issue is that with a non min X and 4 hearts, we would usually bid 3 in this context where opener added one more for the road.

What would X be? It would be nice to say it is a choice between 3 and 4, but it could be a 15 count with only 3 heats (4342 or 4351).

Red at IMPs we can take our chances but I do not think the success rate will be above the min threshold to bid red games (around 40% if i remember correctly).

Why? To be precise, what kind of hand does partner have? Try constructing a few hands, avoiding magic fits, where slam is good after partner makes a non jump 2H bid. Here’s a hint: his hand will be the same whether he has previously passed or not. If you think this hand has slam possibilities opposite 2 H by an unpassed hand, explain why it doesn’t have slam possibilities when partner has passed.

I think it's an interesting question what 3♥ shows here. I prefer for this bid to be forward-going (showing extras) and not just "I have four hearts" even though I play raises by doubler to the two-level as "I have four of your suit." Obviously there's some competitive benefit to being able to distinguish doubler's hands with three vs. four hearts, but I've found that being able to show some extras (without just blasting a bad game) is more important. For me this hand looks a lot like a 3♥ bid; my concern is that partner could have something like ♠Kxx ♥Qxxx ♦xxx ♣xxx (yes, I would bid 2♥ on that, though it's a minimum).
