The GIBBO Precision robot bids 1C with the description "Precision club, any shape except 20-21BAL -- 16+ HCP" but after a 1D negative response there is no bid that shows 20-21. Rebidding 1NT shows 16-19 while 2NT shows 22-24. All other suit rebids require a 5-card suit. An opening bid of 2NT has no bid description and partner does not respond regardless of what they hold. I tried giving partner my 20-21 balanced hand to bid and they opened 2NT with an actual bid description that fits 20-21 balanced. Is this a bug? As a human user how can I bid a 20-21 balanced hand?

I think you are confused.
I just played with Precision Robot and when i clicked on 2NT opening it says 20-21 and partner responded
One thing it does is it wont open 2NT with a 5-card major

Thanks but I am not confused. I think it's a bug with the third or fourth seat. I just realized can see and use the 2NT bid just fine in the first or second seat.

After some more experimentation I put the robot in third seat with 20 points and the auction went 1C-1D-1NT. 21 points 1C-1D-2NT. So it seems the ranges become 16-20 and 21-24 somehow. I noted there is hesitation(!) from the robot when they hold 20-21 points in third seat after my 1D response. In first seat it opens 2NT just fine.
