It is what you agree it is.

1. You need a mechanism to be able to play 1NT XX.
2. You need a mechanism to escape 1NT X
2.a with any single suited hand.
2.b with any two suiter.
2.c with any three suiter.
3. You MAY want a mechanism to invite with light major two suiters
4. With any decent invite just blast game, the fact the opponents have bid will help declare play and more sharp games will be made because of it.

In order to be able to do all of that you need transfers, pass a transfer to XX, XX to clubs et cetera:
pass forces XX which you will pass if you want to play 1NT XX (bidding would show other things)
XX and bids up to 2 are transfers, XX to clubs, et cetera. You will pass the accepted transfer with the suit, OR the 3 other suits, in which case you will XX if they choose to double you. If you don't pass the accepted transfer you show two suiters to escape (ie XX-2-2 to show and a major, or maybe / depending on the scheme you design.
You could include 2 as a Game Forcing Stayman.

X means, "we are beating 1NT". That means Opener and Responder together have shown more than 20 HCPs. Therefore, XX must be SOS, with a very weak hand, and asks the 1NT bidder to bid 2C.
