opening up a big can of worms 
1) I have seen 2 expert partnerships have this misunderstanding (1 guy was running, other guy thought it shows shape). I think the expert consensus is this shows shape, you can't pre run.
2) Everyone plays it as "good hand" but I have seen some hands that I think people really should not be redoubling on. Good hand with good clubs makes a lot more sense to me (ie a balanced 18 with 5 decent clubs). But basically it's an invitation to partner to get a suit in there and compete.

1♥ shows shape for any decent player I know, I've seen low level players bidding with balanced though.
XX I don't ever bid it, don't see the point, if my partner bids it I owuld think of any 16-19 hand.
