Are preempts in GIB flawed in current version

Tonight I saw this strange pass:



I have also noticed that GIB will pass a hand like

it will open

In technical terms, when GIB wants to count beans, GIB counts beans.

GIB seems to get a lot of 9-card suits. With me though it only passes with them when it's my partner. As opponent it makes a wild but good pre-empt leaving me to have to make a wild guess as to what to do.
