I suppose it is more based on tricks than on HCP ?

What would be 2 ?

there's a lot to say about 3H, but it's not simple as opening 3H. you are in the position to figure it out. partner is certainly not novice, he knows what he should do.

AS I understand it, partner bid 3H and LHO bid 3S (presumably showing a good hand, since he passed first time). In which case 3H is setting trumps, so I'll cue 4C (my cheapest control)

4 seems OK : partner must have a good suit and if he has a little something in one minor, we have a play or we will not go down too much.

as i see, some choose 4h, some 4D, or pass...
whatever you choose, bidding is certainly not over yet due to the vulnerability, we are red against White. most of time opps would outbid our 4h.

If you bid 4H, never bid 5H

If you would like to bid 5H in this situation, bid it directly (not such a bad idea I think).
Please note: I am interested in boring, bog standard, 2/1.

4H is clear cut.

I have one sure trick for partner, the spade ruff, and there
is still some additional money on the bank, to compensate
any possible friskiness of partners 3H bid.

If 4S comes back to me, I pass.

I'd bid 4 over 3. I've seen a few too many "psychic" 2 openers, on hands like:

I'd expect opener to have something like this, or maybe with one outside card. We could easily be on for 5 or even 6 on this auction, but it's very difficult to bid constructively over the strong 2 opening. Even if partner's just preempting, partner shouldn't be messing around at these colors. I have a void, three card support, and a few cards that partner may not be suspecting. It wouldn't surprise me at all for us to make 5.

Bid 4H and Pass later.

Bidding 4H is not preempt as ops already bid out spade. Beside, we are in red so I should be seriously thinking that 4H could be played, either by my shape or value or both.

Since I've already passed the above information, I have no more to talk with this hand.

I am void in spade so pd has more spade so he should take more responsibilty to judge this hand. He knew more than you in the table and he chose pass. So, repect his decision, whatever right or wrong.
