4♣
Partner's 3H bid promises a limit raise+ in support of Spades. Give partner a perfect minimum and slam could easily be on... Two important points about this hand.
1. BBO advanced uses Serious 3NT. In this case, I can offer a courtesy cue bid without overstating my strength.
2. BBO Advanced specifically states that The bid of a side suit never bid naturally shows any first or second round control. Accordingly, 4♣ is the appropriate way to move forward.

Not serious 3nt. In any case I prefer 3nt to promise hearts stoppers on this auction not serious 3nt.
I guess everyone plays cuebid by UPH as promising support 100%. I agree it is very often but prefer not 100%. There are a few hand types that I prefer to start with cuebid and not a neg x and then rebid a forcing new suit.

4♣ wouldn't normally be a splinter since it is not a jump. In this auction it would normally be a cue-bid.

It's forcing whether serious or not. 3H commits us to play in spades. Again, I want to hear partner's rebid. If P bids anything but 4S I now get very interested.
Meanwhile, I have wasted values in lho's suit. Where are partner's values.

Lost me on this one. If you want to know controls how is 4nt going to help? This tells you aces at 5 level not controls at 4 level. Heck of alot more controls than aces in the deck. Stiff and voids are controls, K are controls...etc. 3H does not deny a hand with shortness.

Partner's hand is limited here so I think 3NT must be natural.

I want to hear if partner has a heart control (singleton?). If partner does not have a heart control, I may get a heart ruff or may not have enough heart discards on the club suit.
If I bid 4♣ then I dont know what to do after a 4♦ cue by partner.
I don't like 3NT because my hand does not have playing power (no 6 spades, wrong heart control, singleton king are bad features).

I don't think so. 3♥ is invitational+, i.e. could be limit raise, but could be any game forcing strength (with heart fit) as well.
