GIB should "remember" that in the previous round of bidding, South rejected the game try. Bidding on should be impossible if GIB has an invitational hand.

While I checked this hand, I found many issues including wrong Gib CC in it.
However I have to say normal opening is 1 ♣ for this hand.

If South opens 1♦, it goes

If I rebid 3♥ to reject game try, Gib would sign off at once, good job, my basic Gib !

Yes 3H should be defined as the lower end of the point count. Good catch.
