In every partnership I can recall, North's initial bid in each of these sequences promises another bid unless South takes an agreed-upon action (doubles the opponents or bids NT with the first hand, doubles the opponents,rebids his/her suit or bids NT with the second). In that respect, we have treated North's bid as the equivalent of a redouble after an opponent's take-out double, and have had the understanding that the opponents may not play the hand undoubled because we have the balance of power. IMO, the lack of such an understanding is particularly problematic in BBO, because so many of South's rebid options require significant extra values in BBO's unique implementation of 2/1. So, for example, with the 2nd display hand, a 3♦ rebid by South promises 16-22 and a 2NT rebid promises 14-16 (and probably not 3-4-6-0 pattern). If South must have extra values to bid, then North should be obliged to bid again in the pass-out seat.

I would expect North to double 2♦ at matchpoints or at IMP pairs.
