So, I get that my double of 4D is for penalties in the gib system, but why does it show 0-1 clubs? Also, if that were true, then it would also be promising 5+ spades. I also hovered over 5C when I was thinking of my options, and it said it shows 17-18 total points. Is that not a bit rich in an auction where I'm under pressure?

I would not say that double is penalty in the GIB "system". Penalty is a nonsense interpretation by any sane bridge standards. It's simply another case where the explanations are very poorly thought out. And of course you are right about 5C too - one of those cases where it's virtually impossible to play in a minor suit game, since if you bid it GIB will continue to slam with no extra values.
