I cannot read the full explanation of the 4♥ bid, as it is cut off. I am curious as to why the jump from 1♥ to 4♥ is referred to as a "double jump-raise."

I guess it would define a jump to 3S as a single jump raise.

The full explanation of 4♥, which none of us can see because of the bizarre system issue that cuts off South explanations internally, is almost certainly "Double jump raise -- 3+♣; 4+♥; 21- HCP; 22- total points", where the point counts are based on the limitations of South's opening bid.
