I have not seen a truly inexplicable bid by GIB in some time. The wait is over.

GIB doesn't play Lebensohl in this situation so it is unclear if it is invitational or to play. It doesn't deny a 5th heart (I hope) since S could have redoubled with 3-card support. I suppose two diamonds is conceivable but at red it should be 3.
OK, given the heading I'll have to think in Ken Rexford terms. Inverted fishbein? Transfer to clubs? 8+ diamonds? Some 16+ hand that started with a pass because it had a rebid issue?
If you are asking for a definition that is both bizare and sensible I would say transfer to hearts, or 6♥2♦ giving opener a choice.
If you are asking for a definition that is stupid yet unsurprising i would say 5-13 total points, 1+ diamonds.
Edit: oh didn't notice that we actually got to see the hand. So 1+ diamonds it is, apparently.

GIB's explanation for the 3♦ bid:
2+ ♦, 4+ ♥, 11- HCP, 9-12 total points.
Maybe GIB had a heart mixed in with its diamond(s),
This was the last hand in an ACBL BBO matchpoint game and it cost me the win as 3♦ went for 200. But GIB is nothing if not consistent, and it must have done similar things to many other players, as -200 scored 44.4%. 3♦ was not a common contract, but 3♥ and even 4♥(!) was not unusual, going for 200, 300 and even 400. South held Qxx Qx KQJTx Qxx.

GIB plays support dbl. As South didn't use it but bid 2♦ instead, from North's perspective:
1. South has 0-2 ♥ cards
2. South has 6+ ♦ cards
3. (Inferred from E's X & W's 2♠) South has 1-2 ♠ cards.
I presume 3♣ by North would show a max pass 10+ HCP hand. With only 8 HCP, North "correctly chose" 3♦.
I'm not saying I agree with North's bidding, but offer it as a likely reason for the bid.

It's frequently helpful to post the hand including GIB's explanations, to help see what's going on...
So...
- GIB thinks 2♦ shows "twice rebiddable" diamonds, which means 7 of them or 6 good ones.
- GIB apparently prioritizes showing such a suit over making a support rdbl, so South hasn't denied 3 hearts.
- Thinking his side has enough to compete for a partscore but not enough for game, North competes to 3♦ so he doesn't get too high if South lacks heart support.
- The description of 3♦ could be slightly adjusted, but I agree with Steve.
