Why doesn't North just leave 3♠ when N/S can't have enough for 3N?

Why doesn't human bid 2♠ instead of 3♣ originally? The auction spiraled out of control after that. Maybe 3NT figured to score better than a 4-3 spade fit? No telling what happened if this was a basic GIB>

Unfortunately, I cannot tell what another human may or may not have been thinking. (When I'm the human, I leave my name there, but I generally remove the names of others, especially if their actions were questionable.) This was an advanced GIB, since it was in a tournament.
