Depends slightly how many clubs 1♣ shows, and the agreement about 2♠ but entirely plausible that 2♠ is good raise to 3♣, 2N is minimum with stop, 3♣ is OK, I want to play 3♣.
S is a passed hand, N bid 3N with an aceless 13, he wouldn't make 3N very often opposite anything I'd pass, although I open lighter than most people (and would open the S hand getting to 3♣).
Can S be much better ? 2♠ seems very reasonable

Yes I had missed that South is a passed hand. 2S is fine. Spotlight on 3S.
Obviously we are playing in a strong 1N context
[Edit] agree blame north. earlier was reviewing hand on phone. 3C bid looked like 3S. Hence my pref for not using suit symbols in posts.

100% North. South has a nice 2♠ showing a limit raise (note he passed first) and then rebid 3♣ after North's 2NT. I'm not sure what more evidence North needs to then pass his minimum and leave it in 3♣?
