I am curious to know to what extent the descriptions of bids are hard-coded and to what extent they are algorithm generated. Answering that question is of course a tall order if it is a mixture of both.
It seems to me that hard coding the descriptions would be a soul-destroying and never ending project. Just consider the number of sequences available.
But if it is generated, I would expect there to be some simple checks to ensure that it does not describe a hand with more than 13 cards.

To the best of my knowledge (which is far from the best), the bidding database has rules that come with snippets of explanation attached. As the bidding progresses, GIB just tacks on the new snippets. That's why you get things like "biddable ♣, 3-♣, rebiddable ♣". If memory serves, the question was asked in the past about how GIB ends up with 14+ card hands, and the answer is that it doesn't "review", so if you do something like double then bid a suit, even though GIB knows you have a big double type of hand, the explanation will still have the takeout double description in there, and fixing that would be very difficult.
