Smolen is for gf hands . Gib apparently evaluated hand as invitational

If West values his hand as invitational, shouldn't 1N-2♣-2♦-2♠ show his hand? From the system notes:
2♣...Stayman (promises at least one 4-card major unless inviting 3NT).
.....2♦...No 4-card major
..........2♥/2♠...Invitational with 5 of the suit bid and 4 of the other major
