I think 3 should be regarded as a natural bid,how do you think of my 3?

It says:
3C(5-C; 2-5 D; 2-5 H; 2-5 S; 17 HCP; rebiddable C; 18 total points; two stops in C)

I think "5- C" and "rebiddable C" mean a natural club bid.
