Actually Robot had a chance to make jump bid 3♠ to show weak preemptive raise so as to grant partner a hope,why do Robot keep silence?

Initially
1♦ - 1♠ ( or major ) - X - 2♠ - -- 3+ ♠; 6-9 total points
3♠ - Unbalanced -- 4+ ♠; 5-7 total points
GIB's hand in that case has just 3TP, and it's not unbalanced, so cannot qualify with less TP under that rule as doesn't have singleton/void to compensate lack of points.
Later over 3♦ things are almost similar, as like bidding 2♠, so still some TP or shape is not enough.
Looking at only NS hands it seems like good -1 defense, but with Q and J in red suits confirmed by opps, North hand has neither entry, neither extras beside 4th trump.
