not open with pure two suits and 11p?

I wonder why Robot don't open with pure decent hands.
Robot hold pure two suits even with 11p,for this hand,I think it have opening value in any seat even though in the 4th seat,it can open with two quick tricks and 15 Pearson points.

Currently opening with minor on 1st/2nd requires 12+HCP unless minor is not 6th or 5-5 ( in both minors as with 5-5 other will open 1Major ).

Hand will be addressed anyway for review.
