3♣ is only "19+ total points". I think it should be something like 19-21 or thereabouts. Don't know how 6nt or 6c overcalls are defined but surely this hand is worth that on the first round in preference to double. If it starts with double, quite inferior IMO, then it needs to either cue, bid 4♣, or bid 6♣/6nt on the next round.

Erm... isn't double then new suit F1 in standard methods?

No, not without special agreements. Most people cap simple overcall range at around 17-18 hcp or so. With 19-21, there is no particular reason to force partner to bid with flat hand and nothing. One is expected to double then cue bid with the hands comparable in strength to a 2♣ opening, and over preempts one also has options of jump overcall to appropriate level, 3nt overcall, immediate cue bids, and possibly leaping michaels if that is agreed to. This covers most hand types one would want to FG with, so double & non-jump new suit while strong doesn't need to be forcing opposite a near yarb.
