Too weak of a weak 3?

East's hand seems not good enough to open 3. With west's hand opposite a 3 opener, of course you want to think slam when you should have no out of trump losers. And yet it couldn't even make 5 due to east's bad hand. So even though they have great hands they end up losing points.

Just a style thing, surely - and East is in 1st, NV vs V. It's not East's fault that clubs split 7-1.

Only problem as I see it is that the description says that there is a requirement of 6 total points where the hand actually holds only 5. We acknowledge that GIB occasionally deviates from the system, particularly when under pressure by opposition pre-emptive bidding that takes away all good options, but I wouldn't expect any call for that when opening first in hand. If this is an acceptable pre-empt, and I am not saying that it isn't, then perhaps the description should be amended?

The description also says opener shows a certain trump suit quality (5+ 8421 points) which is clearly absent here.
