I am only guessing, but perhaps with values concentrated in Hearts GIB expects you to bid 3H over 3D, and your failure to do so exposes Heart weakness by implication?
There are occasions when a 7 card fit is preferable to NT. I don't know whether this North qualifies (without full knowledge of South's actual cards). I agree that it would not occur to me to remove 3N, but it looks like the sort of situation where power GIB bids based on simulations.
