2 spades showed a good spade suit and 12+ points (which I had). So why did north bid 4 with at best 9 points?

That would be because it badly uses a malformed version of the law of total tricks- it has to raise two levels with 4 trumps. Obviously your hand could have been better the J is a waste of HCP better to have the A than K.

but then south can accept an invite.
have to say that while I have some sympathy with OP I can also construct reasonable 4S hands which would not accept. It depends in part on the full def of 2S. In my experience a lot of the stated definitions are a bit abridged.
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

Psyche (pron. sahy-kee): The human soul, spirit or mind (derived, personification thereof, beloved of Eros, Greek myth).
Masterminding (pron. mPosted ImagesPosted ImagetPosted Imager-mPosted ImagendPosted Imageing) tr. v. - Any bid made by bridge player with which partner disagrees.
