Does it make some sense to play FP here ?
No

Is there a vulnerabilty under wich you would play FP ?
No ,
Imo there is no vulnerability, nor any sense in playing FP after an overcall is simply raised to game. Even when R/W opponents can still have more strength than your side. 4
♥ bidder voluntarily denied to create a forcing pass auction by bidding 4
♥. He doesn't have enought to cue, and in order to jump to game with less than cue values he obviously has some shape and 4+ trumps. Pd knows all of this.
If you insist on playing some sort of agreements after especially 4h and what to do after they bid 4sp, you may create some custom agreements, but i do not think this should be about FP. You should never disable your side from simply passing 4
♠ imo.
I dunno why he did not bid 2
♠ before but bids 4
♠ now, he may have 0-4 hcp and be one of those players who never responds with less than 5, or he may have 4 spades but their system may be disabling them from bidding a weak 3
♠ in previous round..
