Apparently GIB hasn't heard of "don't preempt over a preempt", thinking 4h is limited to 14- HCP, and only requires 3- total points?

Bump. 2♥-4♠ is still "14- HCP". 2♥-3♠ is 19+ total points. Think 3♠ should be allowed slightly weaker and have an upper limit, and 4♠ have more trick taking power than 3♠ and maybe assume 7+ suit.
