Oh, only now have I figured out the problem - apparently 4NT is keycard for hearts in this sequence?
Was there a forcing way to agree spades?

- fairly absurd for 4nt to be keycard for hearts in this instance. Guess it's falling back to some logic about last bid "suit", even though 3h was feature not suit. Over preempts the preempt suit should be presumed agreed for RKC if responder hasn't set his own suit.
- presumably 4nt directly over 2s would be rkc for spades
Non-GIB advice:
- don't think you should bid 4nt on the actual hand, you aren't really strong enough, you need partner to have something like heart ace+DJ+stiff club, or DA+stiff club which is too specific to be hunting for a slam. Even when partner comes up with an ace, you still have rather high potential for a 2nd loser in diamonds or clubs, possibly even two club losers. 5 is in jeopardy on a decent number of layouts. Just bid 4s.

Not bidding 4NT is sound advice, but I'm not sure giving up on slam is. If there were some intelligent way to agree spades and ask GIB to show shortness, I think using it would have been justified.

North is too weak to open 2S red- has to be near opening/opening hand and most the high card points in spades.

Could bid 3♠ if you want to confirm spades, would be hard if opening was 2♥ and feature was 3♠.
Anyway, 4NT fixed in next version to asks over opening where the forcing start come. feature doesn't show length at all, just some entry.
4NT would be -> Blackwood (♠) -- 2+ ♠; 24+ total points
