That being said, I would assume the double is penalties, and I'll pass.

Hence I think partner's double means what all these doubles should mean: he has the values to think we would have made game, and he can't bid to the five-level by himself. I'd pass, because I have fewer hearts than he expects and my suits aren't great, and my defence is reasonable, especially if partner has ♣A.

Within the forums the following words have been used (granted some not colloquially):
"Retarded" - 72 times
"Retard" - 84 times
"Tard" - 4 times.
Suddenly people are offended by the term?

No, Phil, people are offended by your use of the term to disparage opponents behind their backs.
Also, the search box in the upper right returns only 13 results for "retard". Is there a more comprehensive search function somewhere?

Use google for your searches.
Type in "www.bridgebase.com/forums" and then your search term of choice.

One of the uses of "retard" was "To retard the thread drift a bit". Maybe a few others were similar? A number of the uses were in the Water Cooler where standards are relaxed. Many of the uses we in reference to oneself (I still don't like it). But, you called out opponents behind their backs and used it in the thread title.

That includes stemmed results. The vast majority of those results are returned because they include the word "retarded" (as in retarded bid or play).
If you search specifically for retard (by enclosing the term in double quotes) you get 10 results.
I should add: I don't really care about the title or whether it should/shouldn't be censored. It seems like a toss-up to me. I was mostly interested in Phil's search result figures because they are counter-intuitive.

If that doesn't produce a good result, that's life.
