Agree with the above posters, you need 13 cards, vulnerability, and exact bids to know what to bid yourself.

I agree with the other posters. Give me a shapely hand and/or favorable vulnerability and I'd jump to 4-level with any of these holdings.
Whether the suit is hearts or spades is probably the least relevant.
