Seems to me that 7-16 is a strange range; if West had game-forcing values opposite 11-14, he shouldn't make a bid that can be passed. Of course, with that game-forcing hand he would likely not have passed over 1♦...

There are many times when I know for a fact that the description provided by GIB is just plain wrong.
This is one of those times.
Clearly, 2♠ is competitive. How can a hand that can't overcall 1♦ on the first round have 16 HCP and a spade suit to bid?
